Costs Per Pupil

NDDPI is providing data on how much money is spent per student for all K-12 public schools in North Dakota. This information shows how much money of the total per-student spending comes from Federal funding sources and how much comes from State and Local funding sources. Additionally, the public might find it helpful to compare student spending at the school to the district and state level data made available for reporting. The per-pupil expenditure report includes both personnel and non-personnel expenditures.

ESSER Funding

The ESSER Allocations and Expenditures Dashboard shows the total funding allotted to North Dakota school districts from the three Elementary and Secondary School Emergency Relief Fund (ESSER) funding opportunities compared to the total ESSER funds claimed by the school districts as of the most recent quarter.

About ESSER: In response to the COVID 19 pandemic, Congress passed a series of bills providing nearly $190.5 billion to the Elementary and Secondary School Emergency Relief Fund (ESSER). ESSER funds are allocated to local education agencies based on the number of Title I students, or students in poverty, they nave. ESSER provides emergency relief funds to address the impact that COVID-19 on elementary and secondary schools. The three ESSER funding streams are:

  • ESSER I – On Friday, March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act CARES Act was signed into law. The CARES Act includes $30.75 billion for an Education Stabilization Fund (ESF). Congress set aside approximately $13.2 billion of the funds allotted to the Education Stabilization Fund for the Elementary and Secondary School Emergency Relief Fund (ESSER Fund). Funds from ESSER I are available for obligation through September 30, 2022.
    Total amount awarded to North Dakota districts = $30,063,929
  • ESSER II – The Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSA), was signed into law on December 27, 2020, and provides an additional $54.3 billion for the Elementary and Secondary School Emergency Relief Fund (ESSER II Fund). ESSER II funds are available for obligation through September 30, 2023.
    Total amount awarded to North Dakota districts = $122,671,954
  • ARP ESSER/ESSER III – On Thursday, March 11, 2021, the American Rescue Plan (ARP) Act was signed into law and provides $122 billion for the ARP Elementary and Secondary School Emergency Relief (ARP ESSER or ESSER III) Fund. Funds are provided to State educational agencies and school districts to help safely reopen and sustain the safe operation of schools and address the impact of the coronavirus pandemic on the Nation’s students. ESSER III funds are available for obligation through September 30, 2024.
    Total amount awarded to North Dakota districts = $275,505,191
