Disproportionate Representation

The NDDPI elects to use the definition of disproportionality as articulated by the National Center for Culturally Responsive Educational Systems’(NCCRESt) synopsis of provisions of IDEA 04 (October, 2005): "Disproportionality refers to comparisons made between groups of students by race or ethnicity or language who are identified for special education services. Where students from particular ethnic or linguistic groups are identified either at a greater or lesser rate than all other students then that group may be said to be disproportionately represented in special education." The NDDPI defines disproportionate representation as a Risk Ratio of 3.00 or above (considered over-representation). However, Risk Ratio is determined only if there are 10 or more students in the target group and the comparison group.

Indicator 9. Percent of districts identified as having a disproportionate representation of racial and ethnic groups in special education and related services that is the result of inappropriate identification.

Indicator 10. Percent of districts identified as having a disproportionate representation of racial and ethnic groups in specific disability categories that is the result of inappropriate identification.
