Accountability Calculation Indicators

List of all indicators and how this school fared on the calculation.

North Dakota’s Department of Public Instruction is providing the tools and support needed for all schools to improve educational outcomes for all of our students. One of these tools is the Student Accountability dashboard. NDDPI collaborated with and sought input from various stakeholders across the state that included educators, community leaders, parents, and state legislators in establishing key performance indicators for measuring how well our school systems meet the needs of all of North Dakota’s students to be successful in every level of their education in our public school system. Our objective and mission is to ensure that all of our students graduate high school and are ready for their choices of either attending college, entering the workforce, or joining the U.S. armed forces.

The Student Accountability dashboard is intended to initiate discussions about school performance areas targeted for improvement. Demonstrating that schools are accountable, the Student Accountability dashboard displays consistent and reliable information about each school directly to parents and community members.

Elementary school indicators, applicable to schools serving students in grades K-8 include the following:

  • Student Achievement: This indicator shows the percentage of students in grades 3-8 who were proficient or better in their scores taking the North Dakota State Assessment (NDSA) in the subjects of English Language Arts (ELA) and Math in the 2018-19 school year.
  • Student Growth: This indicator measures the growth rate of students in the grades 3-8 based upon their scores in North Dakota’s state assessments in the 2018-19 school year compared with scores from the 2017-18 school year in the subjects of English Language Arts (ELA) and Math
  • English Language Learner Proficiency Growth: This indicator measures the growth rate in learning the English language for students who are developing their English language skills. These results are based upon assessment scores in North Dakota’s State Assessment for English Language Learners taken in the 2018-19 school year compared with scores from the 2017-18 school year.
  • Student Engagement: As part of measuring environment, this measure is based upon student survey results in the spring of 2019. Students were asked 20 questions and their anonymous responses were tabulated to measure student engagement as the percent of students who were committed to their learning programs in their schools.

High School indicators, applicable to schools serving students in grades 9-12 include the following:

  • Graduation Rate: The percentage of students who graduated high school in 2019, within four years of entering the 9th grade.
  • Completer Rate: The percentage of students who obtained a high school diploma or completed a GED prior to their 22nd birthday.
  • Choice Ready: The percentage of students graduating high school ready for achieving established Essential Skills and fulfilling at least two of the skill areas of Post-Secondary, Workforce, or Military / Life Skills in the 2018-19 school year compared with results from the 2017-18 school year.
  • Student Achievement: This indicator shows the percentage of students in the 11th grade who were proficient or better in their scores taking the North Dakota State Assessment (NDSA) in the subjects of English Language Arts (ELA) and Math in the 2018-19 school year.
  • English Language Learner Proficiency Growth: This indicator measures the growth rate in learning the English language for students who are developing their English language skills. These results are based upon assessment scores in North Dakota’s State Assessment for English Language Learners taken in the 2018-19 school year compared with scores from the 2017-18 school year.
  • Student Engagement: As part of measuring environment, this measure is based upon student survey results in the spring of 2019. Another aspect of NDDPI’s initiatives in providing the tools to help schools continuously improve educational outcomes includes helping a subset of North Dakota schools to meaningfully focus even further on specific areas identified for improvement based upon the results of the school performance indicators in the School Accountability dashboard. These further selections for additional support are determined based upon the following criteria:

  • General Support: All public schools participate in a continuous improvement process.
  • Targeted Support: Schools are selected from a pool of consistently underperforming schools (lowest 10% of performance) and low performance in any subgroup based on all indictors within the state’s accountability system.
  • Comprehensive Support: Schools are selected based on the performance of the accountability indicators including the lowest 5% of all Title I schools and all public high schools with less than 67% graduation rate using a 6-year cohort.

School Accountability Pie: Under North Dakota’s school accountability framework, Elementary / Middle Schools and High Schools attain scores based upon the respective performance indicators for their school level. The scores earned are divided by the total percentage of the pie allocated for each of the school performance indicators. The “Room for Improvement” section is a percentage of the total of each accountable measure in the pie that the school did not attain. These could be used by schools to identify additional opportunities for improvement.

*Note: NDDPI takes into consideration low student populations for certain accountability school performance indicators when a particular school may not have enough data to equitably measure school performance in one or more indicators. In this scenario, the percentage of the respective indicator(s) is redistributed equally across the other remaining indicators when applicable. For example, certain schools may have less than 10 English Learner students; in this case the school’s scores for accountability are calculated based upon a weight system that includes redistribution of the “English Learner Growth” performance index to other applicable accountability performance indicators. In other cases, the redistribution rule may apply to more than one measure for which there are not enough students to meaningfully calculate a performance index value.

To protect student privacy, data for schools who have less than 10 students will not be displayed.

In some cases, when appropriate for the purpose of transparency, information involving 10 or more students may be displayed in ranges to avoid potential identification of students in small demographic populations. When utilized, ranges may be represented visually with diagonal lines or open circles in lightly shaded colors.
